Paying for infrastructure is costly, but necessary, and often short-term and long-term planning need to happen simultaneously.  That’s the case with a request to advertise for bids for Landfill cell 18-19 liner and leachate  collection at the cost of 6.8-million dollars.  Rapid City Public Works Director Dale Tech said this project sets the ground work for expansion of the Landfill….

He said this will also provide additional area for the next cells project.

Landfill Superintendent Karl Merbach agreed it is costly….

When the Landfill opened in 1960 it was outside the city limits.  Merbach said they will continue to grow to the south, and at some point will become land-locked…

Tech said this is a 2018 project, and while it was not included in the budget, there is cash on hand.
