SWIFT RESPONSE RESOLVES MENTAL HEALTH CRISIS SAFELY

On February 28, 2024 a suspect calling law enforcement stating he wanted to commit suicide and specifically “suicide by cop”. The BEPD (Box Elder Police Department) arrived in 5 minutes from the initial call, and located suspect/caller James Edward Brown. Mr. Brown a Mountain States security guard on contract to Antelope Ridge was in the company vehicle, however unclear if he was “on duty” status.

BEPD established and maintained the incident to a confined space at the playground area on Centennial. During the approximately hour-long standoff, multiple agencies and officers arrived to assist the Box Elder PD. Traffic was also closed during this time for public safety. Brown fired multiple shots from his handgun in the air from the vehicle he was in during the standoff placing only himself and officers in immediate danger. At no time was this situation and
“active shooter” event and the nature of the call was reasonably clear from the start.

Brown was eventually taken into custody without injury to him or any other party. Brown has
been charged with:
• Reckless Discharge of a Fire arm
• DUI 1
• Resisting Arrest
• Possession of loaded firearm while intoxicated

Law Enforcement recovered 8 spent shell casings and 3 live rounds along with Brown’s
handgun. The successful resolution underscores the importance of a coordinated approach in managing mental health crises, highlighting the professionalism and dedication of law enforcement and first responders.

The City of Box Elder extends gratitude to all agencies involved for their commitment to public
safety and effective collaboration during the incident. Pennington County Sheriff’s Department,
Rapid City Police Department, South Dakota Highway Patrol, Rapid City Fire Department and
Box Elder Fire Department for their assistance in resolving the matter.
