Kimball said this year, South Dakota tied with North Dakota and Deleware candidates, for lowest in the country.

On the other, at the state legislative level, the candidates have always been well above the national average concerning the political courage test….

She said that was the second highest response rate in the country. But, 12 years of tracking this information shows that South Dakota’s candidates have always been well above the national average in their willingness to help voters become better informed. She said this is a bit of an anomaly….
