At around 9:30 p.m. on January 1st, officers located a vehicle speeding along Saint Patrick Street. A traffic stop was initiated and the vehicle came to a stop in the 700 block of Saint Patrick Street. Police made contact with the driver, Identified as 40-year-old Joshua Munyan of Rapid City. While speaking with the driver, police observed an open alcohol container in the backseat of the car. Munyan was asked to exit the vehicle as police made contact with a passenger, identified as 36-year-old Jessica Madsen of Rapid City. Madsen was also asked to exit the vehicle and a search of her person turned up a digital scale and a small jeweler’s bag with a substance which field-tested positive for methamphetamine. A loaded revolver was also located in the vehicle, to which Munyan ultimately claimed ownership of. Police determined Munyan had previously been convicted of felony drug charges and he was placed under arrest for Possession of a Firearm with a Prior Felony Drug Conviction. Madsen was placed under arrest for Possession of a Controlled Substance. Both were transported to the Pennington County Jail.
