On July 1, 197 new laws will take effect in South Dakota, following Gov. Larry Rhoden’s signing of 210 bills, with 13 enacted immediately under emergency clauses. He vetoed two bills—one establishing child care assistance and another introducing geographic petition requirements.
Key laws include HB 1052, which bans eminent domain for carbon dioxide pipelines, directly impacting a proposed project by Summit Carbon Solutions. HB 1239 enforces restrictions on minors accessing obscene materials in public libraries and schools. SB 216 caps assessed property value growth at 3% for owner-occupied homes from 2027 to 2031. SB 100 allows concealed carry on college campuses for individuals 18 and older with an enhanced permit, making South Dakota the 12th state to permit campus carry.
These legislative changes reflect priorities in property rights, education, taxation, and gun regulations.
