South Dakota’s Department of Corrections has lost over $25,000 in federal funds originally allocated to help investigate and prevent sexual assaults behind bars. The money, part of a two-year grant tied to the federal Prison Rape Elimination Act, was rescinded as part of nationwide cuts made during the Trump administration.
Despite the setback, state officials say compliance with the law remains intact. Corrections spokesperson Michael Winder says the department has used prior funds for training, educational posters, and reporting tools aimed at protecting inmates and educating staff.
In 2023, the DOC investigated 148 reports of sexual assault, with 22 confirmed incidents. All state correctional facilities passed recent federal audits with no deficiencies.
Still, advocates worry the cuts weaken oversight. Linda McFarlane of Just Detention International says the loss of funding and resources sends the wrong message. “It felt like a slap in the face,” she said, adding that it may embolden some facilities to downplay inmate safety.
For now, South Dakota says it will continue efforts to uphold federal standards—even without additional support.
