The South Dakota Board of Regents has officially approved a new policy allowing individuals with enhanced concealed carry permits to bring handguns onto public university campuses. This move comes in response to a state law that took effect on July 1, requiring the university system to revise its longstanding ban on firearms.
Under the updated policy:
- Only those with enhanced permits—which require a background check and handgun safety training—can carry concealed pistols on campus
- Firearms must be stored in locked cases or safes when not being carried
- Universities can designate restricted zones where weapons are prohibited, such as labs with hazardous materials or events with security screening
- Clear signage must be posted in areas where weapons are not allowed
- The rules apply to students, staff, faculty, and visitors alike
Board Executive Director Nathan Lukkes emphasized that the policy was crafted with safety in mind, calling the process “onerous and involved” due to extensive research and stakeholder input. The board opted for a first-and-final reading to expedite implementation before the fall semester begins.
