Rapid City may soon welcome a trio of popular restaurant chains—Chick-fil-A, Chipotle, and Panda Express—as part of a proposed redevelopment plan for the Marshall Heights area. City officials are considering the creation of a Tax Increment Financing District (TIFD) to support the project, which would also include a new police precinct and a Les Schwab Tire Center.
The proposed site at 1902 North Lacrosse Street would be cleared to make way for the new businesses, while funds from the TIFD would help purchase property at 120 Knollwood Drive for the police station. The total financing request exceeds $8.7 million, jointly submitted by AAM Rapid City, LLC and the city.
Mayor Jason Salamun expressed enthusiasm, calling the development a “big win” for Rapid City, citing both economic benefits and long-overdue improvements to a key location near the interstate.
If approved by the Planning Commission, the proposal will move to the Legal and Finance Committee on July 30, followed by a vote from the City Council on August 4. The businesses could open as early as late 2026, with the police precinct potentially operational by early 2026.
