At around 7:05 p.m. on July 31st, an officer was flagged down in the area of Mount Rushmore Road and Allen Avenue by a passing vehicle. The driver of the vehicle informed the officer that the male in the passenger seat of his vehicle had just been shot. Rapid City Police Department detectives responded and learned the shooting occurred as a result of an interaction with the occupants of another vehicle in the 700 block of Farlow Avenue. With this information, police were able to track down and speak with multiple parties. Witnesses identified the suspect responsible for the shooting as 29-year-old Kenneth Norman of Sioux Falls (pictured below), who is currently on parole and wanted for a parole violation. Additionally, information obtained by the witnesses indicate the victim and suspect are acquainted and the shooting is not random in nature. It is believed Norman may be headed to Sioux Falls following the shooting. He should be considered armed, dangerous, and should not be approached. Anyone with any information about Norman’s whereabouts should contact Detective James Halterman at 605-394-4131. An anonymous tip can also be submitted by texting the letters ‘RCPD’ and the information to 847411. The shooting victim remains hospitalized with serious injuries sustained in the shooting.
