Two major Tax Increment Financing (TIF) districts in Rapid City—Libertyland USA and the Rapid City sports complex—must restart the approval process due to an administrative error.
Community Development Director Vicki Fisher confirmed that incorrect legal notices were published for both projects, referencing a separate TIF proposal for Robbinsdale that was rejected in May. South Dakota law requires accurate public notice at least 10 days before Planning Commission votes, prompting the need for a reset.
The Libertyland TIF supports a $125 million America-themed destination north of Rushmore Crossing, featuring a lifestyle center, hotel, indoor waterpark, RV resort, and residential village. Adjacent to it, the $55 million sports complex will offer facilities for basketball, volleyball, soccer, and athletic training on 34.7 acres, including land donated by Pete Lien & Sons.
New votes are scheduled for with the Planning Commission: August 21, Legal and Finance Committee: August 27, City Council: September 2
Fisher emphasized transparency and acknowledged that while errors happen, corrective steps are being taken.
