During yesterdays meeting, the Rapid City Legal and Finance Committee reviewed a proposal to join the Purdue Direct Opioid Settlement—a move that could bring critical funding to local addiction recovery efforts. The $79 million nationwide settlement is aimed at supporting rehabilitation programs for individuals affected by opioid overdoses.
The committee voted to forward the proposal to Mayor Jason Salamun for approval. If signed, Rapid City would officially participate in the settlement, which already has the backing of South Dakota Attorney General Marty Jackley.
Due to the upcoming Labor Day holiday, the City Council is scheduled to review and vote on the proposal next Tuesday.

The Rapid City Legal and Finance Committee also approved the first readings of two tax increment financing (TIF) districts supporting the Liberty Land and Rapid City Sports Complex projects. Although both TIFs were initially approved in July, a publication error required the process to restart.
In addition to the TIF districts, the committee approved the project plan for Rapid City Destination and phases one and two of the Rapid City Catalyst District. This district would fund a series of public improvements, including:
- Phase One: Construction of the Rapid City Sports Complex
- Phase Two: Upgrades to water distribution and sanitary pipelines
- Phase Three: Enhancements to the Rapid Creek recreational corridor, swim center improvements, and a downtown promenade
The proposals are scheduled for a final vote by the Rapid City Council on September 2.
