The Rapid City Area Metropolitan Planning Organization (MPO) has released their latest Transportation Improvement Program (TIP), a strategic four-year financial plan prioritizing regional transportation upgrades which is updated annually. The TIP outlines upcoming projects across transit, highways, and intermodal systems, serving as a vital tool for aligning infrastructure needs with available resources.
The 2026–2029 TIP reflects collaboration among the Rapid City Area MPO, the South Dakota Department of Transportation, and other local agencies. It includes a comprehensive list of state, county, and city projects aimed at improving mobility and safety throughout the region.
Among the most significant initiatives is the reconstruction of Interstate 90’s Exit 63 near Box Elder. This interchange currently lacks full directional access and does not meet federal highway standards. The planned overhaul will span approximately three years, beginning in the late 2020s.
To enhance driver safety during adverse weather, the TIP proposes installing dynamic message boards along I-90. These boards will provide real-time travel updates. Additionally, the program explores implementing adjustable speed limits in areas prone to hazardous conditions, allowing for lower limits when roads become unsafe.
Skyline Drive is also slated for a multi-year construction effort. The project will focus on improving bicycle and pedestrian access where feasible, despite the narrow roadway in certain segments.
