Governor Larry Rhoden has released the full blueprint for a new state prison to be built at the Benson Road site in Sioux Falls, marking a major step forward in South Dakota’s corrections overhaul. The plan, backed unanimously by the state’s prison task force, will be up for a vote during a special legislative session on September 23.
The proposed facility comes with a $650 million price tag—down from the original $825 million estimate for a site in Lincoln County. The cost reduction stems from strategic design changes, including consolidating cell housing units, trimming intake and utility space, and shifting to more efficient dorm-style accommodations. Notably, programming space aimed at reducing recidivism has increased by 27,000 square feet.
“This is a fiscally responsible plan that will give South Dakota a 100-year facility with necessary space to reform our corrections system,” Rhoden said in the announcement.
The plan also includes a detailed comparison to Nebraska’s prison proposal, a frequent reference point during task force discussions. Governor Rhoden emphasized that the design meets both budgetary and rehabilitation goals, with no cuts to critical programming areas.
The next steps include a formal vote on the plan and continued public engagement. A full schedule for the permitting and construction process is expected to follow the special session.
