The future of the Libertyland USA tax increment financing (TIF) district could soon be decided by Rapid City voters. On Friday, South Dakota Citizens for Liberty submitted over 5,100 petition signatures—just ahead of the deadline—in an effort to bring the project to a public vote.
To move forward, at least 2,572 of those signatures must be verified. Rapid City Finance Director Daniel Ainslie said his team is currently reviewing the petitions to confirm that signers are registered city voters.
If the threshold is met, the matter will go before the city council on October 6, where members will determine whether to schedule a special election or wait until the regular June ballot—potentially altering the city’s timeline for the project.
