Rapid City Council has officially confirmed Mike Theis as the city’s new Public Works Director. Mayor Jason Salamun nominated Theis following a rigorous application and interview process, citing his extensive experience and qualifications. Theis was sworn in by Finance Officer Daniel Ainslie and will begin his duties on November 3.
Theis, a Black Hills State University graduate, brings over 25 years of leadership experience in utilities and construction management, including roles at Xcel Energy, Brink Constructors, Black Hills Corporation, and Black Hills Power. His background includes managing large teams and budgets, overseeing electric and gas utility operations, and leading storm recovery efforts.
Most recently, Theis served as a consultant for Xcel Energy and Vice President of Distribution & Renewable Operations at Brink Constructors/Quanta Services. Mayor Salamun emphasized Theis’ ability to handle complex projects and foster strong stakeholder relationships—skills vital for the role.
The position had been jointly managed by Community Development Director Vicki Fisher and Finance Director Daniel Ainslie since Dale Tech’s retirement last year.
