A proposed resolution to raise Rapid City’s waste collection rates by 26% beginning Jan. 1, 2026, is sparking opposition from residents concerned about rising costs. Additional increases of 18–19% are planned for 2027, followed by another 12% in 2028.
Currently, pickup for a 65-gallon container costs $28 per month. Under the proposal, that fee would climb to about $36 in 2026 and nearly $48 by 2028.
Council President Rod Pettigrew said the monthly fee covers more than garbage collection, including recycling and yard waste services. “Part of that $28 is picking up the recycling, picking up the yard waste at your curb, and it’s also helping with the two waste sites,” Pettigrew explained.
The increases are driven by rising expenses: a new landfill cell that cost $11 million—almost double its budget—along with driver wages, truck maintenance, and new equipment. Recycling alone adds $4 million annually. Pettigrew questioned whether the cost of recycling is justified, noting only plastics #1 and #2 and metals are ultimately recycled.
To offset costs, the city is considering making yard waste collection optional. A full list of proposed rates is available online.
