Community leaders gathered yesterday at the Rushmore Hotel for Elevate Rapid City’s Critical Issues Luncheon, where Mayor Jason Salamun and Pennington County Commission Chair Ron Weifenbach delivered updates on the city and county.
Salamun presented a SWOT analysis highlighting Rapid City’s strengths, including a diversified economy, strong quality of life, and enhanced public safety. Rapid City was recently named one of the Top 100 Best Places to Live in 2025 by Livability.com
Salamun noted challenges including a housing shortage fueled by a population increase of 10,000 since 2020, and aging school infrastructure. Rapid City Area Schools Board President Troy Carr said the average school building is more than 50 years old, with many lacking heating and air conditioning.
Weifenbach reported Pennington County’s 2026 budget of $131.6 million, citing rising personnel costs, jail infrastructure needs, and nearly 19% of county bridges in poor condition.
The luncheon also spotlighted the upcoming Libertyland TIF vote on January 20, which will determine financing for the project.
