The Rapid City Council held a special meeting to formally certify the results of the Jan. 20 election on the proposed Destination District TIF.
Voters rejected the $125 million tax‑increment financing proposal—intended to support infrastructure for future development, including Libertyland USA—on a 7,965 to 3,415 vote, with turnout at 22.3%. The district would have been located north of Rushmore Crossing along East Mall Drive.
Eight of ten council members were present; Lindsey Seachris and John Roberts were absent. The certification passed unanimously with no public comment. City staff estimated the special election will cost between $90,000 and $150,000.
