The South Dakota House overwhelmingly approved a bill Wednesday urging Gov. Larry Rhoden’s administration to seek a federal waiver that would ban the purchase of soft drinks with SNAP benefits. The measure, House Bill 1056, passed 58–11 and now heads to the Senate. Sponsor Rep. Taylor Rehfeldt said 18 states already have similar waivers.
Supporters argued the change would encourage healthier choices, while opponents, including Rep. Kadyn Wittman, said it shames low‑income families. The bill requires the state to apply for the waiver by September 1, 2026, and reapply annually if denied. The Rhoden administration opposed the measure, citing implementation costs.
