Governor Larry Rhoden on Wednesday signed SB 12, legislation that allows eligible veterans and surviving spouses to receive refunds on property taxes paid in previous years. The bill was signed during a private ceremony with prime sponsor Sen. Ernie Otten and South Dakota Department of Veterans Affairs Secretary Jeremiah Schneider.
In addition to SB 12, the Governor signed eight more bills into law:
- SB 4 – Updates procedures for returning and withholding residential security deposits.
- SB 8 – Authorizes school districts to administer epinephrine through a nasal spray.
- SB 9 – Revises requirements for notices to the one‑call notification center.
- SB 22 – Clarifies when certification of property values is transmitted to counties.
- SB 38 – Modifies the annual fee for certain concentrated animal feeding operations.
- HB 1016 – Updates the controlled substances schedule and includes an emergency clause.
- HB 1054 – Repeals the creation and budgeting structure for the Digital Dakota Network.
- HB 1055 – Updates the state’s official code of laws.
So far this legislative session, Governor Rhoden has signed 22 bills and vetoed one.
