The South Dakota Senate has defeated a bill that would have authorized $87 million in federal spending authority for broadband expansion grants.
House Bill 1048 needed a two-thirds majority because it included an appropriation and an emergency clause. It failed on a 22-12 vote, with one senator excused.
Republican Sen. Michael H. Rohl of Aberdeen said the money was allocated for broadband and should be used in South Dakota.
Opponents argued technology options have changed and questioned whether a large fiber buildout is necessary. They pointed to satellite internet service as an alternative.
Republican Sen. John Carley of Piedmont said he gets high-speed internet without fiber to his house.
Republican Sen. Glen Vilhauer put in a request for reconsideration.
