The South Dakota House on Thursday approved low‑interest loans to help expand the Sioux Falls and Rapid City airports, sending Senate Bill 76 to the governor. The bill passed 43–24 after lawmakers overruled a ruling by Speaker Jon Hansen that it needed a two‑thirds vote.
The plan, proposed by Gov. Larry Rhoden, uses money from the state’s housing infrastructure fund to provide each airport a $15 million loan. Senators amended the bill to set the interest rate at 2% instead of zero before passing it last month.
