Governor Larry Rhoden on Tuesday signed nine “good government” bills into law, including SB 39, which repeals South Dakota’s industrial hemp program.
Rhoden said the measures reduce the size of state government, cut regulation, and improve accountability.
The governor also approved eight additional bills:
- SB 3 – Limits when local governments may require permits for residential improvements.
- SB 132 – Updates provisions for the South Dakota Veterans Council.
- SB 219 – Requires state agencies to consult the Aeronautics Commission before purchasing, transferring, or disposing of state‑owned aircraft.
- HB 1089 – Changes how severance tax revenue is distributed for new permits.
- HB 1149 – Adopts the athletic trainer licensure compact.
- HB 1194 – Clarifies Cosmetology Commission authority to credit work experience toward education hours for some out‑of‑state applicants and requires related rulemaking.
- HB 1232 – Sets principles for state agencies to follow when programs may affect tribal members on reservations.
- HB 1320 – Revises service‑of‑process rules for county commissions.
Rhoden has now signed 182 bills and vetoed one this session.
