The Rapid City Council will convene for a Special Session tonight at 5:00 p.m. to begin formal discussions on the Mayor’s proposed budget for fiscal year 2026. The meeting, will be held at City Hall, and will include, Review and approval of minutes from four previous special meetings held earlier in August. Public comment periods for both consent and non-consent items. First reading of Ordinance 6686, the FY2026 Appropriation Ordinance. A dedicated session for council discussion on the Mayor’s budget proposal. Planning for future budget meetings.
Members of the public will have the opportunity to speak during designated comment periods, with a three-minute time limit per speaker. However, no new items may be added to the agenda during this special session, in accordance with state statute.
The special session will be followed by the regular council meeting scheduled to begin at 6:30pm to address a wide range of civic matters, including infrastructure improvements, public safety initiatives, and community development projects.
The agenda will open with a presentation by Brad Saathoff, CEO of Black Hills Works, highlighting the organization’s ongoing contributions to the community. The Council will hear general public comments, allowing residents to voice concerns or ideas on issues not listed on the agenda.
Among the key consent items up for approval are:
- Multiple change orders for street rehabilitation projects, including Nicklaus Drive, Stockade Drive, and St. Joseph Street.
- Authorization to advertise bids for 2025 ADA improvements across multiple sites, with an estimated cost of $280,000.
- Approval to seek bids for the 2025 Sanitary Sewer Televising Project, estimated at $640,000.
- A correction to the funding source for a professional services agreement with HDR Engineering for miscellaneous civil improvements.
Public safety and emergency services are also on the docket, with agenda items addressing police department staffing and equipment upgrades.
