Rapid City police responded to a hit-and-run crash near the intersection of N. Lacrosse Street and Interstate-90 shortly before 7 pm Tuesday evening. Officers found a sedan that had veered off the eastbound I-90 onramp. A bystander identified the suspect, 40-year-old Joshua Holmes of Rapid City, walking southbound along Lacrosse Street. Upon contact, police observed signs of alcohol impairment in Holmes and found an open alcohol container on him. When officers attempted to handcuff him, Holmes resisted, prompting an officer to display a Taser, after which he complied. Holmes was arrested for DUI (2nd offense), Leaving the Scene of an Accident, Resisting Arrest, Driving without a Valid License, Open Container in Public, and No Proof of Insurance. He was transported to Pennington County Jail.
