Governor Larry Rhoden has signed Executive Order 2025-09, authorizing a temporary waiver of federal hours-of-service regulations for drivers transporting propane and other liquid fuels across South Dakota. The measure is aimed at easing supply constraints during the ongoing harvest season.
Effective immediately, the 14-day order suspends hours-of-service limits for the delivery of gasoline, diesel, fuel oil, ethanol, propane, jet fuel, biodiesel, and gasoline blends. The exemption is intended to accelerate fuel distribution and address shortages reported by residents and businesses statewide.
Despite the waiver, carriers are strictly prohibited from allowing fatigued drivers to operate vehicles. All other safety and vehicle compliance standards remain in force.
The executive order will remain in effect until midnight on November 10, 2025.
