Governor Larry Rhoden’s Correctional Rehabilitation Task Force launched its efforts Wednesday to evaluate and recommend programs for South Dakota’s planned men’s penitentiary.
Members heard testimony on current inmate services, including a new initiative—Comprehensive Release Planning—which began in March. The program creates personalized reentry plans for inmates, especially those completing their full sentence without parole support.
The meeting followed a legislative study on prison reform. Defense attorney Ryan Kolbeck urged the state to consider sentence reevaluation for inmates over 60 or those who’ve served three-fourths of their term.
Currently, all but one of South Dakota’s correctional facilities are overcrowded, adding urgency to the task force’s work.
