Starting in 2026, South Dakota state agencies may be required to publicly post more detailed information about proposed regulation changes. The Legislature’s Rules Review Committee voted Wednesday to advance measures aimed at improving transparency, which lawmakers will consider when the session opens January 13.
Sen. Taffy Howard’s proposal would mandate agencies to publish rule changes, fiscal notes, and impact statements—such as those affecting small businesses or housing—on a single website designated by the governor. While current law requires this information, not all agencies have consistently posted it to rules.sd.gov.
Howard also proposed giving the rules committee and legislative code counsel more time to review financial data by requiring agencies to submit it at least 20 days before public hearings.
The committee also approved updates to Social Services payment rules and supported extending reduced-speed zones on US 12 west of Ipswich and SD 34 near I-29. EMT Michael Hammrich, who requested the US 12 change, cited frequent fatal crashes and said lowering the speed to 45 mph would improve safety.
