The Rapid City Council has approved new regulations for short-term vacation rentals after an 8–2 vote.
Under the ordinance, properties must provide two parking spaces, matching requirements for single-family homes. Occupancy is capped at two people per bedroom plus two additional guests, a measure designed to preserve neighborhood character. Rentals with more than five bedrooms will now require a conditional use permit.
Debate largely focused on the West Boulevard neighborhood, where residents have raised concerns about noise and parking shortages linked to large rental gatherings.
Not all operators agreed with the complaints. Local Airbnb host Jennifer Verhey argued her guests have not caused disruptions, noting instead that issues on her property stem from homeless individuals camping nearby.
Council members said they plan to review the rules next year to see if further adjustments are necessary.
