The South Dakota Highway Patrol, working with federal Immigration and Customs Enforcement, arrested a man wanted for murder in El Salvador during a traffic stop in Rapid City on Wednesday morning.
Governor Larry Rhoden praised the operation, saying it reflects South Dakota’s commitment to public safety and cooperation with federal partners.
Authorities stopped a vehicle on Haines Avenue near Van Buren Street after ICE identified one occupant as a homicide suspect. Three individuals were detained without incident.
- Manuel De Jesus Rodriguez-Lopez was arrested on a homicide warrant from El Salvador and immigration violations.
- Josue Alfredo Navarro Lopez was taken into custody for immigration violations.
- A third passenger, lawfully present in the U.S., was released.
Those arrested were transferred to Homeland Security for processing. ICE will handle further investigation and possible charges.
