The Rapid City Common Council’s final regular meeting of the year focused on renewing the Loaf ‘N Jug liquor license on Mount Rushmore Road. Neighbors raised concerns about public safety at nearby Wilson Park and Wilson Elementary, citing loitering, intoxication, and vandalism. Despite objections, the council approved the renewal after the business agreed to delay hard liquor sales until 9 a.m. and work with police on a “no-sell” list for problem individuals. The vote passed with one abstention and one absence.
The council also approved Ordinance No. 6701, a $50.7 million supplemental appropriation. Officials emphasized it was a routine year-end measure to balance accounts, covering grants, reimbursements, and TIF district costs. Major allocations included $21 million for wastewater improvements and $8.7 million for TID 85.
In addition, members passed Ordinance No. 6698, establishing new rules for vacation homes. Beginning January 30, short-term rental operators must register with the city, meet parking and occupancy limits, and obtain conditional use permits for properties with more than five bedrooms.
The council will hold a brief session December 23 to pay bills before the holidays, then reconvene in January.
