Governor Larry Rhoden announced that he has pre‑filed Senate Bill 76, a proposal aimed at supporting major expansion projects at the Sioux Falls and Rapid City airports through 0% interest loans of up to $15 million for each facility.
Rhoden said the legislation is designed to help South Dakota keep pace with its rapid growth.
The governor first outlined the plan during a press conference at the Sioux Falls Regional Airport, where he was joined by leaders from both Sioux Falls and Rapid City.
Under SB 76, unobligated funds from the Housing Infrastructure Fund would be transferred to the Revolving Economic Development and Initiative (REDI) Fund, which would then provide the interest‑free loans. State officials say the move not only supports airport improvements but also positions the REDI Fund for future recapitalization, enhancing its ability to back additional economic development projects across South Dakota.
The bill will be considered during the upcoming legislative session.
