Rapid City voters have rejected the proposed “Destination” Tax Increment Financing District connected to the LibertyLand development.
With all 25 precincts reporting, the measure failed by over a 2 to 1 margin.
About 7,965 voters — roughly 70 percent — cast ballots against the TIF district, while 3,415 voters, or about 30 percent, supported it.
Turnout reached just over 22 percent, with 11,380 ballots cast out of nearly 51,000 registered voters.
Absentee voting followed the same trend with 2,479 No votes, compared to 961 Yes votes.
The proposed TIF district would have redirected future property tax revenue from the LibertyLand project in North Rapid City to pay for surrounding infrastructure. Supporters argued it would boost economic development, while opponents raised concerns about transparency and the diversion of tax dollars.
A petition drive forced the issue onto the ballot, culminating in Tuesday’s special election.
City officials have not yet announced what this means for the future of the LibertyLand project.
