Senate Joint Resolution 504 cleared the Senate Taxation Committee Friday. Introduced by Sen. Casey Crabtree, the measure would place a constitutional amendment on the November ballot asking voters to legalize mobile sports betting statewide, with most of the resulting tax revenue dedicated to property‑tax relief.
South Dakota voters approved sports betting in 2020, but only in Deadwood and tribal casinos. Mobile wagering is legal in neighboring Iowa and Wyoming, and attempts to place bets from within South Dakota have surged. John Pappas of GeoComply told lawmakers the company logged 1.6 million blocked betting attempts in the state in 2025, tied to 55,000 accounts. Nearly 7,000 South Dakotans traveled into Iowa or Wyoming to place bets since September 2025.
The committee advanced the resolution 4–3, though some lawmakers raised concerns about relying on gambling revenue.
