A proposal to create a South Dakota Tribal Consultation Commission was rejected Monday, with an 8–4 committee vote ending the bill for the session.
House Bill 1190 would have established a formal structure for regular communication between the state and all nine tribes, including quarterly meetings and annual reports to the governor. Supporters said it would strengthen consultation; opponents argued existing relationships and committees are sufficient and that another commission would add unnecessary structure.
The bill will not advance further this year.
