Gov. Larry Rhoden Monday vetoed House Bill 1077, which would have banned cell‑cultured protein in South Dakota, and instead urged lawmakers to adopt an amended version of Senate Bill 124.
Rhoden said a ban conflicts with the state’s values and poses constitutional risks. His proposed compromise calls for a five‑year moratorium to study the emerging industry, monitor ongoing litigation in other states, and maintain South Dakota’s commitment to free‑market principles.
Major ag and business groups — including the South Dakota Farm Bureau, Cattlemen’s Association, Stockgrowers Association and South Dakota Retailers — voiced support for the veto and the governor’s alternative approach.
Rhoden has now signed nine bills and issued one veto this session.
