The Senate State Affairs committee voted 5-3 Wednesday to advance House Joint Resolution 5001 to the Senate floor.
The measure would ask voters to tighten the state constitution by blocking eminent domain for private economic development or higher tax revenue.
It would also need a public declaration of necessity.
Republican Rep. Liz May from Kyle is one of many sponsors of the Joint Resolution
Brett Koenecke (kin-ah-key), is a lobbyist for investor-owned utilities.
The resolution now heads to the Senate floor.
If lawmakers approve it, voters would decide the amendment at the Nov. 3, 2026, general election.
