The Rapid City Common Council opened a formal review of its lease with OneHeart on Monday, voting to issue a notice of non‑renewal that begins months of discussion but does not end the agreement. The lease expires in 2026 and typically auto‑renews.
Supporters said OneHeart provides vital structure for people in crisis, while critics questioned the program’s cost and impact.
The council also approved an 18‑month review process for stalled Vision Fund projects. City officials said the goal is to ensure taxpayer‑funded projects show progress, though some aldermen cautioned against creating unrealistic deadlines.
In other action, the council accepted a $1.1 million federal grant to study safety improvements for a future downtown railroad quiet zone and approved a land purchase near West South Street for a planned park and the proposed Legacy Trail.
