The South Dakota Senate on Wednesday revived and passed a previously defeated bill allowing the Governor’s Office of Economic Development to spend $87 million in federal funds to expand broadband in underserved areas.
House Bill 1048, which requires a two‑thirds vote, failed Tuesday by two votes. Sen. Glen Vilhauer immediately moved to reconsider, setting up Wednesday’s second attempt.
Two senators — Red Dawn Foster and Mykala Voita — switched from no to yes, bringing the count to 23. The final outcome hinged on two senators who had passed during roll call: Sue Peterson, who ultimately voted yes, and Tom Pischke, who stayed a no. Peterson’s vote secured approval, sending the bill to Gov. Larry Rhoden for his expected signature.
