The Rapid City Council voted 9-0 on Monday, April 6, to delay action until April 20 on a request from Pennington County to include city-owned land in a proposed Tax Increment Financing (TIF) district. Council President Rod Pettigrew was absent.
The proposed TIF would cover about 172 acres south of Catron Boulevard, west of Fifth Street and east of Black Hills Boulevard. Less than 5% of the land—primarily along Catron Boulevard—falls within Rapid City limits, according to Finance Director Daniel Ainslie. County plans for the site include major retail and restaurant development, along with single- and multi-family housing and improvements to Black Hills Boulevard and Fifth Street.
Ainslie said project costs are not yet available. The city’s Legal and Finance Committee previously voted 4-0 against the TIF, with Chair Greg Strommen abstaining.
