During today’s meeting, The Rapid City Planning Commission will review a conditional use permit that would allow GCC/Colorado Energy Recyclers to begin shredding tires at the Rapid City Landfill.
The proposal calls for a partially enclosed processing facility on the landfill’s northern side. Under a lease agreement with the city, the company would use part of the existing co‑composting area to convert discarded tires into Tire Derived Fuel (TDF) and Tire Derived Aggregates (TDA).
Currently, the landfill accepts and stores tires before hauling them offsite for disposal. Allowing onsite shredding would change that process and is expected to save the city between $30,000 and $50,000. Officials emphasize that no tires would be burned at the landfill.
According to the application, TDF produced at the site would be used as an alternative fuel at the GCC Decotah Cement Plant in west Rapid City, while TDA would be sold to the public.
The shredding operation would run during regular landfill hours, 7 a.m. to 4 p.m., Monday through Saturday. To accommodate the project, the Solid Waste Division has also requested rezoning the northern 103.92 acres of the landfill from public district to heavy industrial, which is required for tire‑shredding activities.
If approved, the facility could be up and running by spring.
