The Oglala Sioux Tribe has formally barred U.S. Immigration and Customs Enforcement (ICE) and U.S. Border Patrol agents from entering the Pine Ridge Indian Reservation. Tribal President Frank Star Comes Out announced the decision through a presidential proclamation and a newly enacted tribal ordinance, emphasizing the tribe’s sovereignty and treaty rights.
The action follows the approval of Ordinance No. 26‑05 by the Oglala Sioux Tribal Council, which explicitly prohibits federal immigration officers from operating within reservation boundaries.
Star Comes Out cited his authority under Article XIII, Section 1 of the Tribal Constitution, and added that the ban is a direct exercise of the tribe’s sovereign authority, saying that “any violations of our sovereignty and treaty rights will be strictly enforced.”
