The Rapid City Public Works Committee has recommended approval of a joint powers agreement with the city of Box Elder to install a traffic signal at the intersection of North Elk Vale Road and East Mall Drive.
The intersection, which sits on the boundary between the two communities just north of Interstate 90, has seen increased traffic from nearby business growth and use of the Black Hills Rapids Soccer Complex. Officials say congestion, crashes and delays have increased as a result.
Under the agreement, Rapid City and Box Elder would split the costs for design, construction, maintenance and repairs of the signal. The Rapid City Council is scheduled to consider the proposal at its meeting Monday night, with approval also required from the Box Elder City Council.
