A 19-year-old Rapid City man was arrested Sunday afternoon following a reported disturbance and subsequent traffic violations, according to police.
Officers were called at approximately 3:25 p.m. on April 26 after receiving a report of a disturbance involving occupants of a passenger vehicle. While attempting to locate the vehicle, an officer observed it traveling southbound on Mountain View Road at a high rate of speed.
The officer reported seeing the vehicle run a red light at the intersection of Mountain View Road and Canyon Lake Road. Emergency lights and sirens were activated as officers attempted to initiate a traffic stop. The vehicle eventually pulled into the parking lot at 1029 Jackson Blvd., where it came to a stop.
Officers ordered the occupants to exit the vehicle. The driver was identified as 19-year-old Nishawn Highhawk of Rapid City. He was detained without further incident.
Police said an open container of alcohol was observed inside the vehicle, and officers noted a strong odor of an alcoholic beverage coming from Highhawk. Following a DUI investigation, officers determined Highhawk was too impaired to safely operate a motor vehicle.
Highhawk was arrested on suspicion of driving under the influence, open container in a motor vehicle, reckless driving, underage consumption of alcohol, no proof of insurance, and driving without a valid license. He was transported to the Pennington County Jail.
The incident remains under investigation.
