South Dakota Attorney General Marty Jackley has released the final ballot explanation for a proposed constitutional amendment that would require U.S. citizenship to be eligible to vote in the state.
The measure, advanced by the Legislature, will appear on the Nov. 3, 2026 general election ballot after the explanation was formally filed with the Secretary of State’s Office.
State law requires the attorney general to provide a fair and neutral summary of ballot measures to help voters understand proposed changes. Jackley emphasized that his office does not take positions on such proposals when issuing these explanations.
The proposal was sponsored by Sen. Taffy Howard and Rep. Logan Manhart.
According to the Attorney General’s Office, the final explanation was issued after a required 10-day public comment period on a draft version. Officials said no comments were submitted during that timeframe.
Voters will ultimately decide the amendment’s fate in the 2026 general election.
