Opponents of a new South Dakota law that uses future sales tax revenue to fund property tax relief for homeowners say they failed to gather enough signatures to place the measure on the November ballot.
South Dakotans for Fair Taxes needed 17,508 valid signatures from registered voters to refer the law but announced Friday that it did not reach the required threshold. The group did not disclose how many signatures were collected.
The law directs revenue from a scheduled increase in the state sales tax rate—from 4.2% to 4.5% in July 2027—toward reducing school district property taxes for homeowners.
Opponents argued the measure unfairly shifts costs to renters and other consumers while primarily benefiting homeowners. The coalition opposing the law included Bread for the World South Dakota, the South Dakota AFL-CIO and Dakota Rural Action.
